Pre-examination

Our proposals

Norwich to Tilbury is a proposal to build a new 400 kilovolt electricity transmission connection of approximately 180 kilometres from the Norwich Main substation via Bramford substation, a new East Anglia Connection Node (EACN) Substation and a new Tilbury North Substation. 

Our proposals include: 

  • approximately 159 km of new overhead line supported on approximately 509 steel lattice pylons
  • approximately 21 km of 400 kV underground cabling some of which is located through the Dedham Vale National Landscape (formerly known as Dedham Vale AONB)
  • seven new CSE compounds, each with a permanent access, to connect the overhead lines to the underground cables
  • a new 400 kV East Anglia Connection Node (“EACN”) substation, with a new permanent access, on the Tendring Peninsula
  • a new 400 kV Tilbury North Substation to the south of Orsett Golf Course in Thurrock with access options
  • modifications to the existing National Grid Electricity Transmission overhead lines, including into and out of the new 400 kV Tilbury North and access options
  • substation extension works at the existing Norwich Main and Bramford substations to connect and support operation of the new transmission connection
  • temporary works associated with the construction of the Project.

Targeted Consultations 

Earlier this year we consulted on two changes to our proposals. Both changes are very small and have been put forward to improve our proposals in these two areas. We do not believe they introduce any significant new impacts.  

Both change requests were accepted for examination by the Examining Authority on 31 March 2026, and you can view all the documents for these changes on the Planning Inspectorate’s website here. These include a Consultation Report for each change request, where we have responded to the feedback we received on the proposed changes.

The representation period is open between Thursday 9 April 2026 and closes at 11:59pm on Friday 15 May 2026. Please note that all comments will be published on the Planning Inspectorate’s website.
