Update on the Cotswolds Visual Impact Provision (VIP) project: Ofgem consultation
Ofgem has today (1 April 2026) published a minded‑to position not to fund the Cotswolds Visual Impact Provision (VIP) project.
The proposals sought to remove a 7km section of overhead electricity line and 16 pylons between Postlip Mill, near Winchcombe, and Dowdeswell Wood, east of Cheltenham, in the Cotswolds National Landscape and replace it with underground cables.
Ofgem, the UK energy regulator, has launched a 28-day consultation on its position, which will run until 28 April 2026. A final decision is expected in the summer.

The decision reflects Ofgem’s priority to protect consumers from unnecessary costs. Its view is that rejecting these proposals is in the billpayers’ best interests at a time where many are struggling with the rising cost of living
We acknowledge Ofgem’s position and recognise this news will be disappointing for stakeholders, partners and organisations who have supported the development of the Cotswolds proposals over the last few years.
If the decision is confirmed and funding is not approved, the existing overhead transmission line and pylons will remain in place. Any future infrastructure upgrades would be subject to wider plans for investment in this part of the electricity transmission network.
Following Ofgem’s consultation response and final decision in the summer, we will provide a further update to the local communities, landowners, statutory bodies and stakeholder organisations it has worked with to develop the proposals.
