Stage 1 consultation

Stage 1 consultation on our proposals for the English section of Cross Border Connection is open from 12pm on Wednesday 15 October to 11:59pm on Wednesday 10 December 2025.

We are seeking your views on our proposals for:

  • a new 400 kV substation in the Carlisle area (‘new Carlisle substation’)
  • a new 400 kV overhead line between the new Carlisle substation and the England-Scotland border
  • a connection from the new Carlisle substation to the existing electricity network.

In particular, we are interested in hearing from you about:

  • any concerns or questions you might have about our proposals, or any local factors we should consider
  • local features that are important to you, including any relevant mitigation you would like to see
  • whether there is anything else we should consider as we develop our proposals further.

How to give feedback

The easiest way to give your feedback on our plans is by completing our online Feedback Form.

You can also give your feedback by: 

  • emailing your comments to [email protected]
  • writing a letter and sending it to FREEPOST NATIONAL GRID CBC*
  • completing a paper Feedback Form and sending it to FREEPOST NATIONAL GRID CBC*

You can pick up a paper copy Feedback Form at our public information events and local information points (information on these below), contact us to request one to be sent to you in the post, or download and print copy from our Document library. You can also hand in completed paper copy feedback forms at our public information events.

The deadline for providing feedback is 11:59pm on Wednesday 10 December 2025.

*When sending to ‘FREEPOST NATIONAL GRID CBC’ no stamp or further address details are required.

Your feedback is important in helping us to develop and refine our plans and we will record all responses we receive to the consultation.  

Important – to ensure your views are accurately recorded and clearly understood, we ask that feedback is submitted in writing using the methods outlined on this website.

If someone is unable to provide written feedback, we may be able to accept comments over the phone. This will be considered on a case-by-case basis to ensure everyone has the opportunity to provide their feedback.

Community benefit survey

Communities should benefit from hosting new electricity transmission infrastructure. To help us deliver community benefit programmes that work for your area, we are keen to hear your views.

We want to understand what is important to you, and where community benefit funds could deliver long-lasting benefits, including through community grant schemes and investment in community groups or via regional partnerships.

Tell us your views by filling out our online community benefit survey.

You can also request a hard copy by emailing us on [email protected] or calling us on 0800 358 1781. This can then be sent back to us, free of charge, via FREEPOST NATIONAL GRID CBC.

We would be grateful if you can please submit your online community benefit survey by the close of our Stage 1 consultation at 11:59pm on Wednesday 10 December 2025. There will be another opportunity to feedback on potential community benefits during the next stage of consultation.

During the consultation, we are holding six in-person public information events where we will present information about the proposals and members of the project team will be available to answer your questions. You will also be able to view copies of our maps and technical documents.

There is no need to register for the events – you can just turn up on the day.
