Hywel Lloyd

Hywel Lloyd is a Non-Executive Board Member of the UK100 Local Government Leaders

As well as been a Non-Executive Board Member of UK100 Local Government Leaders, Hywel is a former IPPR Associate Director, where he focused on the future arrangements all infrastructure sectors will need to thrive in a low carbon, digital world, post Brexit.

He has a particular interest in decentralised systems, for example for energy, and democratic institutions. His areas of expertise are decentralised energy; place based industrial strategy; and sustainability and low carbon futures.

Prior to joining IPPR, Hywel worked for Facilitating the Future, providing sustainable and systemic solutions to public policy challenges. He has also worked as a Specialist Policy Advisor to Ministers in both DCLG and Defra, overseeing policy on the low carbon built environment, energy, planning, land use, and waste and resources.

Hywel has a BSc in Chemistry and Certificate in Education both from the University of Bath, and a Diploma is Systems Practice from the Open University.
