Offshore STCPs drafting and review process
It is intended that the STC Committee Process will be used, unless there are exceptional circumstances, as the mechanism for the review and approval of proposed offshore related changes to the STCP’s.
To facilitate the changes NGET intends to undertake an initial review of the STCPs and propose drafting changes.
Proposed versions would be placed on the NGET website in the “Proposed STCPs” section and STCP Committee Members will be alerted to the availability of these drafts and asked to review and provide comments back to the specified National Grid contact by a specified date. The review period will depend on the degree of change to the STCP but it is envisaged that the specified date for the return of comments will be a minimum of a month from the date when the STCP is made available as there may be a need to discuss the change at the monthly Committee Meeting following availability of the proposed STCP. The Committee may also extend the review period, by confirming a revised date, should more time be required.
Following receipt of review comments the National Grid Contact will address any further changes that are required and will make further versions available for the Committee to review. It is anticipated that, in some cases, there may be a number of iterations before a version is arrived at that the Committee would be in a position to approve. Approval would then happen at the next Committee meeting following the availability of this final version. It is envisaged that, in some cases, such approval will be provisional subject to further review when OFTO representatives are appointed to the STC Committee. STCP drafts will be subject to version control and will also take account of any “non offshore” STCP changes that are in the pipeline.
The work associated with the review and drafting of the proposed STCP changes has been planned to give priority to those STCPs that are viewed as required for Go Active and, in addition, they have been staggered such that they do not all arrive at the same time. The Plan will be made available in this section of the website and will be updated periodically to provide the current view of STCP progress and dates when they are planned to be available for review.
Also, in this section of the Website, there will be a 1 page tabular view of the timetable, to give an overview of progress.
